OSPI candidate to visit Moses Lake

MOSES LAKE — Ronald L. Higgins, one of nine candidates for the job of state Superintendent of Public Instruction, will talk to interested voters at 1 p.m. Monday at Emperado Azteca, 117 West Third Ave., Moses Lake.
Higgins’ first career was as an engineer, both chemical and mechanical engineering; he retired from U.S. Department of Energy in 2009. He earned California teaching credentials in 2010, and has worked as a substitute teacher in Washington since 2009.
