Notice of Application and Proposed Mitigated Determination of Non-Significance

Notice is hereby given that Grading Permit applications and a SEPA Checklist received by Grant County on June 20, 2016 from the Port of Moses Lake (Designated Contact: Rich Mueller, 7810 Andrews Street NE, Ste. 200, Moses Lake, WA 98837, 509-762-5363) were found to be technically complete on June 22, 2016.

Notice is hereby given that Grading Permit applications and a SEPA Checklist received by Grant County on June 20, 2016 from the Port of Moses Lake (Designated Contact: Rich Mueller, 7810 Andrews Street NE, Ste. 200, Moses Lake, WA 98837, 509-762-5363) were found to be technically complete on June 22, 2016. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of

the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if other permits and/or licenses will be required by other local, state, and federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. No use shall be made of equipment or material which

produces unreasonable vibrations, noise, dust, dirt, smoke, odor, glare, steam, electrical interference, excessive hazards, or pollution to the detriment of adjoining properties. 3. Dust

and emissions to the air associated with the proposed development shall be controlled by

utilizing Best Management Practices (BMPs) and dust control as necessary during

construction. The applicant shall manage mdust and debris that may become airborne with application of water and/or other dust control measures. 4. Facilities shall be installed in such a manner so as to prevent run-off from the

site from entering adjoining properties. Surface water run-off must be contained and

absorbed on-site. PROJECT: This proposal is for the construction of a fire-suppression

line extension on portions of five parcels in the Grant County International Airport (AP) zoning district. The proposed extension will connect to an existing 20-inch fire-suppression line owned by the Port of Moses Lake. A 20-inch or 24-inch pipe will extend the fire-suppression line approximately 5,700 ft. to service several existing Port of Moses Lake structures. Proposed trenching will total approximately 85,000 cubic yards. The trench will be backfilled with native material. A below-ground pressure-reducing station will also be constructed. An additional 6-inch sewer main will be installed near the fire main at the same time. This proposal also includes three taps into the fire main to allow for future expansion. ADDITIONAL PERMITS REQUIRED: Grading Permits. STUDIES REQUIRED: None. LOCATION: The subject area is an approximately 5.3-acre portion of Parcels #17-1006-000, #17-1017-000, #17-1020-000, #17-1055-005, and #17-1055-006. The site is located approximately one mile east of the intersection of State Highway 17 and Randolph Road NE, and approximately 0.40 miles northeast of the intersection of Randolph Road NE and Patton Boulevard NE, and in portions of Sections 27, 28, and 30, Township 20 North, Range 28 East, WM, Grant County, WA. The proposed extension will tap into an existing fire main located near the intersection of Andrews Street NE and 22nd Avenue NE. It will then run east across Port of Moses Lake property immediately south of the end of Runway 32R, then turn northeast to Turner Road NE, and end near the entrance to Genie Industries. PRESENT ZONING: Grant County International Airport. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
