Notice of Application to change water right CS3-*12092C(C)@1, including the point of withdrawal, place of use, purpose of use, and irrigated acreage.

TAKE NOTICE: That on December 8, 2015, the Horse Heaven Hills Conservancy,

LLC of Yakima, Washington filed application number KLIC-15-09 with the Klickitat County Water Conservancy Board to transfer water right CS3-*12092C(C)@1.

That said right, under priority date of February 24, 1953, authorizes: 1) withdrawal of 80 gallons per minute and 40 acre-feet per year from groundwater in hydraulic continuity with the Columbia River located within the SW1/4 SW1/4 of Section 13 T. 28 N., R. 33 EWM.; and 2) water for year-round multiple domestic supply for seven homes and for seasonal irrigation of 18 acres within a 30-acre parcel described as the E1/2 SW1/4 SW1/4 of Section 13 except any portion lying within Hanson Harbor Subdivision 1, irrigation of the adjoining E1/2 W1/2 SW1/4 SW1/4 of Section 13, and irrigation of a 15-acre parcel described as the SE1/4 SE1/4 SE1/4 of Section 14 and the adjoining N1/2 NE1/4 NE1/4 NE1/4 of Section 23, all in T. 28 N., R. 33 EWM in Lincoln County.

That the applicant proposes: 1) to change the point of withdrawal to multiple wells in hydraulic continuity with the Columbia River located in Sections 22 and 23 of T. 4 N., R. 22 EWM; 2) to remove the domestic supply purpose of use, to retain the seasonal irrigation purpose of use, and to add instream flow as a purpose of use for the intervening reach of the Columbia River; 3) to increase irrigated acreage from 18 acres to up to 35 acres; and 4) to change the place of use to property within Sections 15, 17, 20, 21, 22, and 23 of T. 4 N., R. 22 EWM in Klickitat County. Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, P.O. Box 47611, Lacey, Washington 98509-7611 within thirty (30) days from February 18, 2016.

Any interested party may submit comments, objections, and other information to the Klickitat County Water Conservancy Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. This application will be on the Board's agenda during its regular meetings held on the second Tuesday of each month at 7:00 P.M. in the Klickitat County Courthouse until the Board renders a decision on the application. The Board may also receive written comments or information through March 21, 2016 at its offices located at 127 West Court Street, MS-CH-26, Goldendale, WA 98620. Additionally, per RCW 90.80.070(2), the Board will hold a public hearing on this application in Lincoln County at the Wilbur Public School, 202 Pope St, Wilbur, Washington at 2:00 P.M. on February 27, 2016.
