NOTICE OF APPLICATION TO CONSTRUCT A NEW AIR POLLUTION SOURCE

Ecology received permit applications from SGL Automotive Carbon Fibers to revise two existing air pollution for their existing carbon fiber manufacturing facility. With this notice, Ecology seeks public comment on our preliminary determination that the permit applications meet state air rules.

• Applicant: SGL Automotive Carbon Fibers, LLC (SGL)

• Location: 8781 Randolph Road NE, Moses Lake, within Section 22, Township 20 North, Range 28 East W.M., in Grant County.

• Affected Permits: The applicant's two air quality permits, Prevention of Significant Deterioration (PSD-04-02) and Notice of Construction (NOC order of approval 14AQ-E586), are being amended.

• Need for Change: The changes would allow SGL to operate up to fifty portable pre-carbonization oxidation ovens to splice together the raw material for carbon fiber prior to processing it at the facility. Additionally, SGL has requested that emission limits for eight diesel-fueled emergency generators be adjusted.

• Does the Change Meet Regulations? Ecology's preliminary determination is that this

proposal conforms to all requirements as specified in state air regulations (Chapter 173-400 WAC, Chapter 173-460 WAC, and WAC 173-400-700 through 750.)

The public is invited to comment on this action. Written comments will be accepted from February 11, 2016 through March 11, 2016. A public hearing will be held if Ecology determines that there is significant public interest.
