Notice of Application and Proposed Mitigated Determination of Non-Significance

Notice is hereby given that a JARPA (Shoreline Exemption) Application and SEPA Checklist received by Grant County on January 19, 2016 from the Pelican Point Water Company (Designated Contact: M. Rich Walpole, Columbia Northwest Engineering, 249 N. Elder Street, Moses Lake, WA 98837, 509-766-1226) were found to be technically complete on January 26, 2016.

Notice is hereby given that a JARPA (Shoreline Exemption) Application and SEPA Checklist received by Grant County on January 19, 2016 from the Pelican Point Water Company (Designated Contact: M. Rich Walpole, Columbia Northwest Engineering, 249 N. Elder Street, Moses Lake, WA 98837, 509-766-1226) were found to be technically complete on January 26, 2016. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may

be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and after completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult with the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be deposited landward of the shoreline and/or removed from the project site, thereby lessening sedimentation and erosion, (e) Any rocks moved during placement of support legs for the irrigation pier must be deposited underneath the irrigation pier thereby enhancing habitat for native wildlife. 2. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project as proposed. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species. Plantings shall be species from the Grant County Native Plants List. 3. As described in the submitted application materials, the landowner/applicant shall remove an existing failing wooden dock prior to installation of the new irrigation pier. 4. As described in the submitted application materials, the proposed new irrigation pier shall be constructed from materials accepted/approved by the WA Department of Fish & Wildlife. 5. As described in the submitted SEPA Environmental Checklist, the proposed booster pump shall be located in a sound-insulated enclosure. 6. All proposed development at or below the Ordinary High Water Mark (OHWM) of Moses Lake shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the OHWM). PROJECT: A Shoreline Exemption to enable the construction/installation of an irrigation pump system on an approximately 0.70-acre parcel in the Urban Residential 2 zoning district of Grant County, in order to deliver irrigation water from Moses Lake to Pelican Point Park. Work will be performed on land above and below the OHWM of Moses Lake, which is a designated Shoreline of Statewide Significance. Proposed overwater improvements include a 4-ft. wide x approximately 48-ft. long irrigation pier, with a low-pressure lift pump, irrigation water piping, a screen filter, electrical power and controls, and a security gate. The proposed irrigation pier will be anchored above the OHWM, and will rest on posts attached to metal base plates resting on the lake bed. The lake bottom will not be disturbed during installation. Proposed upland improvements include a booster pump, irrigation water piping, electrical power and controls, and a weather-protective booster pump cover. This proposal also includes as mitigation the removal of an existing failing wooden dock prior to installation of the new irrigation pier. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Project Approval. STUDIES REQUIRED: Wetland Assessment/Delineation. LOCATION: The site address of the subject parcel is 124 Park Place SE, Moses Lake, WA. The subject parcel is also known as Lot 2 of the Pelican Point Addition No. 3 plat. It is located approximately 2.75 miles southwest of the intersection of Interstate 90 and State Highway 17 (Exit 179), and approximately 0.15 miles southwest of the intersection of Pelican Place NE, Pelican Drive SE, and Goodrich Road SE. It is also located near the intersection of Goodrich Road SE and Park Place SE, and in the NW quarter of Section 3, Township 18 North, Range 28 East, WM, Grant County, WA (Parcel #12-0881-012). SHORELINE ENVIRONMENT DESIGNATION: Shoreline Residential. PRESENT ZONING: Urban Residential 2. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
