NOTICE OF ISSUANCE MITIGATED DETERMINATION OF NON-SIGNIFICANCE Grant County has issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (WAC Chapter 197-11) for the following project: A Shoreline Conditional Use Permit to enable the replacement of an existing public-use dock on a portion of an approximately 258-acre parcel in the Rural Remote zoning district. Proposed construction includes a 4-ft. wide x 20-ft. long ramp connecting to a 6-ft. wide x 75-ft. long dock. This proposal also includes removal/replacement of an existing concrete slab patio and stairs, and development of an approximately 900-ft. long x approximately 3-ft. wide access path along the upper portion of the shoreline environment area. Work will be performed over and in the water, and on land above and below the Ordinary High Water Mark (OHWM) of the Wanapum Reservoir portion of the Columbia River, which is a designated Shoreline of Statewide Significance. Required mitigation will include site stabilization and restoration of any/all disturbed areas with native plantings. The subject area is a relatively small portion of Parcel #15-0005-000, which is owned by Grant County Public Utility District No. 2. The subject area is located southeast of Sunland Estates (between Sunland Estates properties and the West Cove area of the Columbia River). The subject area specifically for the proposed dock is adjacent to and south of Lot 23, Block 1 of Sunland Estates, Div. #1 (25203 Wanapum Street SW), and in the NE quarter of Section 11, Township 18 North, Range 22 East, WM, Grant County, WA. After a review of a completed Environmental Checklist and other information on file with the Planning Department, Grant County has determined that this proposal does not have a probable significant adverse impact on the environment as conditioned.
