City of Moses Lake Notice of Application with Optional DNS and Public Hearing GCRR 101 LLC submitted an application on October 26, 2016 for a Shoreline Substantial Development Permit and a Conditional Use Permit to construct a 3,600 square foot commercial/retail building with adjacent drive-through lane at 125 N. Stratford Road. The vacant parcel is within 200 feet of the shoreline but has no lake frontage. The application was determined to be complete and ready for review on November 15, 2015. The project has been determined to be consistent with the City's Comprehensive Plan and the following development regulations are applicable to the project: City of Moses Lake Municipal Code Title 14 Environmental Regulations, Title 16 Buildings and Construction, Title 18 Zoning, Title 20 Development Review Process, and City of Moses Lake Shorelines Management Plan The Planning Commission will hold a public hearing for this project at 7:00 pm, January 12, 2017 in the City Council Chambers located at 401 S. Balsam. All interested parties are encouraged to attend and make comment. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Non-significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes.
