Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application received by Grant County on June 9, 2016 from Grant County PUD No. 2 (Designated Contact: Igor Shaporda, PO Box 878, Ephrata, WA 98823, 509-754-5088, ext. 4114) was found to be technically complete on August 17, 2016. PROJECT: A Shoreline Substantial Development Permit to enable removal of existing encroachments and restoration measures to shoreline properties owned by Grant County Public Utility District No. 2 (GCPUD) in the Rural Remote zoning district. Work will be performed on land above and below the Ordinary High Water Mark (OHWM) of the Columbia River, which is a designated Shoreline of Statewide Significance. The proposed restoration measures will eliminate the private appearance of publicly-owned lands in the Priest Rapids Recreation Area adjacent to the community of Desert Aire. Said measures will include removal and/or restoration of existing stairs, removal of one existing dock, reclamation and restoration of trails, removal of gravel and hardscaping, treatment and replanting of two small chlorine-damaged areas, shrub thinning, removal of debris piles, and replacement of lawns and landscape plantings with native grasses, wildflowers, and shrubs. Site stabilization and restoration of any/all disturbed areas with native plantings will occur as needed at all locations. SEPA: A SEPA Determination of Non-Significance was issued by GCPUD for this proposal on June 3, 2016. ADDITIONAL PERMITS REQUIRED: None. STUDIES SUBMITTED: Archaeological Resources Survey Report. LOCATION: The subject area is GCPUD-owned properties that are located adjacent to Desert Aire (between Desert Aire and the Columbia River) on Parcels #15-0100-000, #15-0102-000, #15-0103-000, #15-0138-000, #15-0136-000, and #15-0141-000. The parcels are located in portions of Sections 16, 21, 22, 26, 27, and 35, Township 14 North, Range 23 East, WM, Grant County, WA. SHORELINE ENVIRONMENT DESIGNATIONS: Rural Conservancy; Recreation. PRESENT ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
