NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that there has been proposed to the Franklin County Planning Commission an application by Dave Greeno, 12406 Eagle Reach Ct, Pasco, WA 99301 for a preliminary plat subdivision, SUB 2016-04.

Said application is to subdivide approximately 58.77 acres into 91 single family residential lots.

The land is zoned Residential Suburban 20,000 (RS-20) and is located within the City of Pasco Urban Growth Area. This area allows for residential uses on parcels of land with a minimum lot size of approximately 20,000 square feet. The subject parcel is described as follows:

LEGAL DESCRIPTION:

THE SOUTHWEST QUARTER OF THE SOUTHEAST QUARTER AND THE SOUTHEAST QUARTER OF THE NORTHWEST QUARTER OF THE SOUTHEAST QUARTER AND THAT PORTION OF THE EAST HALF OF THE SOUTHEAST QUARTER OF SECTION 1, TOWNSHIP 9 NORTH, RANGE 28 EAST, W.M., FRANKLIN COUNTY, WASHINGTON, LYING SOUTH AND WESTERLY OF THE FOLLOWING DESCRIBED LINES:

BEGINNING AT THE SOUTHEAST CORNER OF SAID SECTION 1; THENCE NORTH 89°47’11” WEST ALONG THE SOUTH LINE OF SAID SOUTHEAST QUARTER, 944.00 FEET TO THE TRUE POINT OF BEGINNING THENCE NORTH 06°35’07” WEST 1999.98 FEET TO THE NORTH LINE OF THE SOUTHWEST QUARTER OF THE NORTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SAID SECTION 1; THENCE NORTH 89°56’27” WEST ALONG SAID NORTH LINE, 88.05 FEET TO THE NORTHWEST CORNER OF SAID SOUTHWEST QUARTER OF THE NORTHEAST QUARTER OF THE SOUTHEAST QUARTER OF SAID SECTION 1, AND THE TERMINUS OF SAID LINES, EXCEPT COUNTY ROADS.

NON-LEGAL DESCRIPTION:

The 58.77 acres is located north of the City of Pasco, north of Burns Road, west of Dent Road, east of Kohler Road, at the northeast intersection of Burns Road and Kohler Road (Pence Number 126150139).

NOTICE IS FURTHER GIVEN that said application will be considered by the Franklin County Planning Commission. Said consideration will be a public hearing on September 6, 2016 at the hour of 7:00 p.m. in the Franklin County Courthouse, Commissioners Meeting Room, 1016 North 4th Avenue, Pasco, Wa 99301 and all concerned may appear and present any support for or objections to the application. Written comment are accepted prior to the public hearing and those comments shall be submitted to the Franklin County Planning Department, 1016 North 4th Ave., Pasco, Washington 99301.)

NOTICE IS FURTHER GIVEN that said proposal has been reviewed under the requirements of the State Environmental Policy Act, as amended, along with the Environmental Checklist and other information. A determination has been made as to the environmental impacts of the proposal and a Mitigated Determination of Non-Significance (MDNS) has been issued. Accordingly an Environmental Impact Statement is not required. This determination was made on August 3, 2016 and comments regarding the determination and the environmental impacts of the proposal can be made to the Planning Department by September 1, 2016.
