LEGAL NOTICE
MLIRD intends to continue to hydraulically dredge Parker Horn in Moses Lake for an additional five years (2016-2021).
PURSUANT to R.C.W 43.21C, NOTICE IS HEREBY GIVEN THAT on October 2, 2015 the Moses Lake Irrigation and Rehabilitation District (LEAD AGENCY) did issue a mitigated determination of non-significance relative to the environmental impact of the following described proposal:
MLIRD intends to continue to hydraulically dredge Parker Horn in Moses Lake for an additional five years (2016-2021). The hydraulic dredging will continue to utilize the previously permitted methods without deviation. Dewatering will continue to occur on the waterward side of the railroad tracks on parcel 110475013.
Dredge actions will continue to use the previously constructed dewatering site and return water trench. In addition, the construction of a secondary water return trench, similar in design and construction to the permitted trench including associated turbidity control measures, is also proposed as part of this project. The secondary trench will be constructed adjacent to the existing trench.
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment subject to the stipulated mitigations under the State Environmental Policy Act Rules. The lead agency has determined that there are no probable significant adverse impacts that cannot be mitigated and has issued a Mitigated Determination on Non-significance. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request and may be reviewed at the Moses Lake Irrigation and Rehabilitation District, 1055 W. Broadway Ave., Moses Lake, WA, 98837 during normal business hours. Comments on this determination should be addressed to: Chris Overland, General Manager, Moses Lake Irrigation and Rehabilitation District /SEPA Official, P.O. Box 98 Moses Lake, WA. 98837.
