Notice of Application and Proposed Mitigated Determination of Non-Significance

Notice is hereby given that a JARPA (Shoreline Substantial Development Permit Application) and SEPA Checklist received by Grant County on October 29, 2015 from Chad & Michelle Fowler (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on November 12, 2015. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of

the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and after completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult with the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be deposited landward of the shoreline and/or removed from the project site, thereby lessening sedimentation and erosion, (e) Any rocks moved

during placement of support legs for the dock, or during installation of the boatlift, must be deposited underneath the dock thereby enhancing habitat for native wildlife. 2. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project as proposed. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial

species as approved by the WA Dept. of Fish and Wildlife. 3. The landowner/applicant shall establish mitigation plantings on site. 250 sq. feet of mitigation plantings will be required for this project. The applicant shall implement mitigation planting areas as depicted on a revised Site Plan submitted to the Planning Department on November 10, 2015. Mitigation plantings shall be species from the Grant County Native Plants List. 4. All proposed development at or below the Ordinary High Water Mark (OHWM) of Moses Lake shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the OHWM). PROJECT: A Shoreline Substantial Development Permit to enable the construction of an 8-ft. wide x 20-ft. long freestanding dock and a 9-ft. wide x 10-ft. long freestanding boatlift on an approximately 0.42-acre parcel in the Urban Residential 2 zoning district of Grant County. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Project Approval. STUDIES REQUIRED: None. LOCATION: The site address of the subject parcel is 4296 Shorecrest Drive NE, Moses Lake, WA. The subject parcel is also known as Lot 7, Block 1 of Shorecrest Estates plat. It is located approximately 1 mile southwest of the intersection of State Highway 17 and Airway Drive NE, near the intersection of Redmond Drive NE and Shorecrest Drive NE, and in the SW quarter of Section 8, Township 19 North, Range 28 East, WM, Grant County, WA (Parcel #12-0911-000). SHORELINE ENVIRONMENT DESIGNATION: Shoreline Residential. PRESENT ZONING: Urban Residential 2. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
