In accordance with Washington State RCW 39.80, the Port of Moses Lake (Port) is seeking Request for Qualifications (RFQ) from engineers and consultants to perform preliminary and final design, track inspection, environmental documentation, NEPA/SEPA, permitting and mitigation design, bid document preparation, initial right of way procurement, engineer's estimate of construction costs, public outreach, project management, and construction inspection for the Northern Columbia Basin Railroad Project.
