Notice is hereby given that a JARPA (Shoreline Conditional Use Permit) application was received by Grant County on October 2, 2015 from Public Utility District of Grant County No. 2 (Grant PUD), (Contact: Alan Balciar, PO Box 878, Ephrata, WA 98823, (509) 754-5088 Ext. 2308); and was found to be Technically Complete on November 10, 2015. PROPOSED MITIGATION MEASURES: Native riparian vegetation will be planted within the riparian area of Lower Crab Creek in the area of disturbance to avoid/minimize impacts to the ecological function of the area that could occur during the placement of the new structure. PROJECT: To rebuild and replace existing overhead conductor with three phase 336 all aluminum conductor with a 1/10 aluminum conductor steel reinforced neutral. All poles will be replaced using at a minimum the standard 45 foot poles with span changes to reflect the heavy ice loading areas. The rebuild will prevent a potential for overloaded structures to flash over and potentially start a fire due to increased power loads in the area. The new line will cross Lower Crab Creek near Schwana in Grant County, WA in the same location as the existing line. There will be two new poles that will be placed 100 feet of the ordinary high water mark for Lower Crab Creek. ADDITIONAL PERMITS: None SHORELINE DEISGNATION: Recreation. SEPA: Grant County PUD is the lead agency for SEPA and has determined that this proposal is exempt from SEPA review. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code. LOCATION: The project area is located along State Route 243 near Lower Crab Creek and is located directly south of Schwana, Washington. The site is located in the eastern half of Section 3, Township 15 North, Range 23 East, W.M., Grant County, WA. Parcel #15-0154-001; 15-0162-001. ZONING: Rural Residential 3. Box 37, Ephrata WA 98823, (509) 754-2011 extension 2538; office hours are 8am - 12pm and 1pm - 4pm, Monday - Friday. Comments must be submitted no later than 5pm December 14, 2015 to the Planning Department. All comments should be as specific as possible and may be mailed, hand delivered or sent by facsimile. All persons, agencies or tribes have the right to comment, receive notice, participate in any hearings, request a copy of the final decision, and appeal the decision as provided by law and County Code.
