NOTICE OF APPLICATIONS FOR CHANGE/TRANSFER OF WATER RIGHT UNDER

FIVE (5) GROUND WATER CERTIFICATES

TAKE NOTICE:

That John Hyer of Moses Lake, WA, has made application for change/transfer of water right in order to change the points of withdrawal & places of use as granted under Ground Water Certificate No. 5680-A together with the change authorization issued Sept. 27, 2002, 7145-A(B), G3-01251(B), G3-01362(B) and G3-25235(B).

That Certificate No. 7145-A(B) authorizes the withdrawal of 255 gallons per minute, 239.7 acre-feet per year, for the seasonal irrigation of 255 acres.

That the authorized place of use is the W1/2SW?, SE1/4SW1/4 and SW1/4SE1/4 of Sec. 14; All of Sec. 15, T. 21 N., R. 31 E.W.M., Lincoln County.

That he proposes to change the place of use to the E1/2SE1/4 and SE1/4NE1/4 of Section 5; the SW1/4SW1/4NW1/4 and SW1/4 of Sec. 4; SE1/4, S1/2NE1/4 and N1/2N1/2NW1/4 of Section 9, T. 19 N., R. 30 E.W.M., Grant County.

That Certificate No. G3-01251(B) authorizes the withdrawal of 1400 gallons per minute, 1400 acre-feet per year, for the seasonal irrigation of 560 acres.

That the authorized place of use is the S1/2NW1/4, NE1/4SW1/4 and NW1/4SE1/4 of Sec. 14, and 400 acres within Sec. 9, lying southerly of the highway, all within T. 21 N., R. 31 E.W.M., Lincoln County.

That he proposes to change the place of use to Section 5 except the NW1/4SW1/4; the N1/2 and E1/2SE1/4 of Sec. 4; the NE1/4NE1/4; E1/2NW1/4NE1/4; NE1/4NE1/4NW1/4 and NW1/4NW1/4NE1/4 of Sec. 9, T. 19 N., R. 30 E.W.M.; the NE1/4NE1/4SW1/4; NW1/4NW1/4SE1/4; SE1/4SE1/4SW1/4 and SW1/4SW1/4SE1/4 of Sec. 32, T. 20 N., R. 30 E.W.M., Grant County

That Certificate No. G3-01362(B) authorizes the withdrawal of 1588.5 gallons per minute, 610 acre-feet per year, for the seasonal irrigation of 305 acres.

That the authorized place of use is the W1/2SW1/4, SE1/4SW1/4, and SW1/4SE1/4 of Sec. 14, Sec. 15; all in T. 21 N., R. 31 E.W.M., Lincoln County.

That he proposes to change the place of use to the E1/2NW1/4, E1/2SW1/4, and E1/2 of Sec. 4, and NE1/4SW1/4 of Sec. 5, all in T. 19 N., R. 30 E.W.M., Grant County.

That Certificate No. G3-25235(B) authorizes the withdrawal of 943.6 gallons per minute, 707.7 acre-feet per year, for the seasonal irrigation of 920 acres. This right is supplemental to Certificates 7145-A(B), 4175-A, G3-01362(B), & G3-01251(B).

That the authorized place of use is All of Sec. 15, SW?, S1/2NW1/4, and the W1/2SE1/4 of Sec. 14, all within T. 21 N., R. 31 E.W.M., Lincoln County.

That he proposes to change the place of use to: Section 4, except the E1/2SE1/4; the E1/2, E1/2SW1/4, E1/2E1/2NW1/4; and NE1/4SW1/4 of Section 5, the SE1/4, S1/2NE1/4, and N1/2N1/2NW1/4 of Section 9, all within T. 19 N., R. 30 E.W.M., Grant County

That the above Certificates, except for 5680-A, together with their certificates of change authorize four points of withdrawal located as follows: 1) SE1/4SE1/4 of Sec. 9; 2) NW1/4SE1/4 of Sec. 14; 3) SW1/4NE1/4 of Sec. 15; 4) SE1/4SE1/4 of Sec. 16; all within T. 21 North, R. 31 E.W.M., Lincoln County, WA.

That Certificate No. 5680-A authorizes the withdrawal of 350 gallons per minute, 324 acre-feet per year, for the seasonal irrigation of 140 acres.

That Certificate 5680-A together with the change authorization issued Sept. 27, 2002, authorizes four points of withdrawal located as follows: 1) SE1/4SE1/4 of Sec. 9; 2) NW1/4SE1/4 of Sec. 14; 3) NW1/4NE1/4 of Sec. 15; 4) E1/2SE1/4 of Sec. 16, all within T. 21 North, R. 31 E.W.M., Lincoln County, WA.

That the authorized place of use is the SW1/4 of Sec. 17, T. 21 N., R. 31 E.W.M., Lincoln County.

That he proposes to change the place of use to 140 acres in the N1/2NE1/4 of Sec. 5 and the SW1/4 of Sec. 9, within T. 19 N., R. 30 E.W.M., Grant County.

That after the changes, each Certificate will authorize three wells located as follows: 1) Center of the S1/2 of Sec. 32, T. 20 N, R. 30 E.W.M.; 2) NE1/4NE1/4, 3) NW1/4NE1/4, both being within Sec. 8, T. 19 N, R. 30 E.W.M., Grant County, WA.

Protests or objections to approval of this application must include a detailed statement of the basis for objections; protests must be accompanied by a fifty-($50.00) dollar recording fee and filed with the Department of Ecology, at the address shown below, within thirty (30) days from May 29, 2015.
