On or about June 14, 2015, the City of Warden will request the State of Washington Department of Health and Department of Commerce to release funds under Section 106 of the National Historic Preservation Act, National Environmental Policy Act, and Washington State Environmental Policy Act.

City of Warden will undertake the projects described below utilizing Drinking Water State Revolving Fund Loans. A Determination of No Historic Properties Affected was issued for this project. A copy of the Project Review Sheet for Section 106 is on file at the above address and is available for public examination and copying upon request. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

Project Information:

EDB Mitigation Project-

The overall project consists of converting an existing City well (Well No. 5) to an irrigation well, converting an existing irrigation well (Well No. 8) to a City well, drilling and equipping a new well (Well No. 9), and constructing an east-west pipeline and a north-south pipeline to connect the two new wells (Well No. 8 and Well No. 9) to the City's system. The project also includes approximately 1,000 feet of fencing for Well No. 8, approximately 1,000 feet of fencing for Well No. 9 and source meters for both wells. The Scope of Work under the DWSRF loan consists of the following components of the overall project:

• Equipping Well No. 9. The City drilled Well No. 9 in 2014 using funding from a Washington State legislative proviso. The scope of work for this phase of the project includes constructing a new well house, furnishing and installing the pump, motor, chlorination, electrical and telemetry equipment, flow meter, and providing other pipes, valves and fixtures required to make the well fully operational. It is expected the pump will be sized to produce approximately 2,000 gpm. The motor, which will be controlled by a variable frequency drive, will be sized at approximately 300 hp.

• Construct East-West Pipeline. This work includes constructing a approximately 4,200 feet of new 16-inch diameter pipeline between the new well house and the City's existing water distribution system in the central portion of town.

• Construct North-South Pipeline. This work includes constructing approximately 2,500 feet of new 16-inch pipeline between the well house and the City's distribution system in the western portion of town.

Location of Project:

Section 16 and Section 17, Township 17 N, Range 30 E

The estimated cost of the project is $1,818,000.00.

Objections of the project may be submitted to the Office of Drinking Water Director, Clark Halvorson, Department of Health, P.O. Box 47822, Olympia, Washington 98504-7822. Any objections received after June 14, 2015 will not be considered by the Department of Health.
