NOTICE OF APPLICATION TO MODIFY AN AIR POLLUTION SOURCE
REGULATED BY A VOLUNTARY EMISSION LIMITATION
(SYNTHETIC MINOR) APPROVAL ORDER
The State of Washington Department of Ecology (Ecology) has received an application to expand
operations regulated by an Approval Order for an existing aerial work platform manufacturing
facility in Moses Lake, WA. The application was made by Terex Aerial Work Platforms (Genie
Industries) for the operations at 8987 Graham Road, N.E., Moses Lake, WA (The Terex facility is
located next to Larsen Airfield near Moses Lake, WA). The legal description of the location is the
NW _ of the SW _ of Section 27, Township 20N, Range 28E, Willamette Meridian.
Activities that will increase at the facility under this proposal include powder coating, welding,
cutting, and general metal equipment fabrication. Cutting and welding emissions of manganese
increase significantly, triggering an health impact evaluation by the Washington Department of
Ecology toxicologists. The impacts of manganese were determined acceptable. Facility totals of
criteria pollutants include 18.4 tons per year NOx, 16.93 tons per year CO, 86.7 tons per year
VOC (the synthetic minor pollutant) and 21.3 tons per year total particulate matter.
After review of the completed Notice of Construction application and other information on file
with the agency, Ecology has made a preliminary determination that this proposal will conform to
all requirements as specified in Ch. 173-400 WAC and Ch 173-460 WAC. Copies of the
Preliminary Determination and other pertinent information are available for public review at
Ecology, 4601 N. Monroe, Spokane, WA, 99205 and at the Grant County Planning Department,
264 West Division Ave , Ephrata WA.
The public is invited to comment on the project by submitting written comments to Robert Koster
at the above Spokane address by the end of the day on April 13, 2015. A public hearing may be
held if significant public interest is determined to exist.
