NOTICE OF APPLICATION TO CONSTRUCT A NEW AIR POLLUTION SOURCE

The State of Washington Department of Ecology (Ecology) has received an application to modify an existing air pollution source. SGL Automotive Carbon Fibers, LLC (SGL) submitted a Notice of Construction (NOC) air quality permit application on August 15, 2014 to make changes to the existing air quality permit for carbon fiber lines 1 through 4, and install new carbon fiber Lines 5 through 10. The SGL facility is located at 8781 Randolph Road NE, Moses Lake, within Section 22, Township 20 North, Range 28 East W.M., in Grant County. The changes to the Lines 1 through 4 air quality permit were primarily to better characterize equipment and operations. The installation of new Lines 5 through 10 will result in major source amounts of criteria and toxic pollutants, and it was determined that Lines 3 through 10 required Prevention of Significant Deterioration (PSD) review and approval. After review of the completed Notice of Construction application and other information on file, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Chapter 173-400 WAC, Chapter 173-460 WAC, and 40 C.F.R 52.21 for the project. Copies of the preliminary determination, the proposed PSD permit, the Notice of Construction applications, and other pertinent information are available for public review at the Department of Ecology, Eastern Regional Office, 4601 N. Monroe, Spokane, WA 99205-1295, and at the City of Moses Lake, Department of Community Development, 321 South Balsam, Moses Lake. The public may request additional information from, and is invited to comment on the project proposal by submitting written comments postmarked within 30 days of this notice to, Gregory Flibbert for the Notice of Construction Lines 1 - 10 approval (14AQ-E586) at the above Ecology Spokane address and Richard Hibbard for the PSD permit Lines 3 - 10 (PSD-14-02) at the Washington State Department of Ecology, P.O. significant public interest is expressed during the comment period. Anyone (including the applicant) who objects to any condition of the proposed PSD permit must raise all issues and submit all arguments supporting their position by the end of the comment period. You must submit all supporting materials in full. They cannot be incorporated by reference unless they are already part of the administrative record in the same proceeding or are generally available reference material. Within 30 calendar days after Ecology issues their final decision, anyone who commented on the proposed PSD approval may appeal the decision to the EPA Environmental Appeals Board (EAB) under 40 CFR 124.19, or to the State of Washington Pollution Control Hearings Board (PCHB) under Chapter 371-08 WAC and Chapter 43.21B RCW. Anyone who did not file comments or participate in the public hearing may petition for administrative review only on the changes made between the proposed approvals and the final approvals.
