Zayo Group, 1905 Montgomery Drive Suite 1, Spokane, WA 99206, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Zayo Eastern Washington/Oregon Fiber Optic Project, is located across five counties (Kittitas, Grant, Adams, Franklin, Benton) and would involve the installation of 200 miles of fiber optic cable in two segments. The first segment is between the City of Ellensburg and Quincy, in Kittitas and Grant County. The second segment provides a connection between Quincy and Umatilla, crossing Grant, Adams, Franklin, and Benton County.

The project involves 8.0 acres of soil disturbance for utility installation construction activities. Approximately 140 miles of cable will be installed underground within the road right of way. Buried portions of the cable will either be constructed via direct trenching methods or by directional boring.

Stormwater will be discharged to Sand Hollow, Crab Creek, and nine other unnamed creeks in Grant County, and one unnamed creek in Adams County.

Any persons desiring to present their views to the Washington State Department of ecology regarding this application, or interested in Ecology's action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A320.
