The City of Connell, Washington (herein called the "Owner") under the authority of Franklin County, invites bids for the Columbia Avenue Pavement Restoration. Franklin County will be the Certification Acceptance (CA) Agency on this project. The work includes the bituminous surface treatment of approximately 1.8 miles of roadway, installation of curb ramps, pavement markings, and other associated work.

Sealed bids for the described project will be received by the City of Connell at City Hall, 104 E. Adams Street, Connell, Washington 99326 until 10:00 a.m., local time, July 23, 2015, and then publicly opened and read aloud.

The City of Connell, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

The Contractor is subject to all requirements related to State and Federal Prevailing Wage Rates, EEO, and Washington State Contracting Laws, etc.

The contract time for all work shall be thirty (30) working days.

Copies of the Bidding Documents may be obtained at the office of Anderson Perry & Associates, Inc., 214 E. Birch Street, P.O. Box 1687, Walla Walla, Washington 99362, upon non-refundable payment of $50 per paper set. Alternatively, the Bidder may request a paper copy of the Bidder's Packet and a CD containing a printable pdf version of the Contract Documents for $25.00 for each set. The Bidding Documents will be available after July 2, 2015.

The City Council may reject any bid not in compliance with all prescribed requirements, and may reject for good cause any and all bids upon finding that it is in the public interest to do so.
