NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER

CERTIFICATE 399-A(A)

TAKE NOTICE:

Central Terminals, LLC of Moses Lake has made an APPLICATION FOR CHANGE/TRANSFER of a Water Right to add an additional point of withdrawal, expand the area of use, and add a purpose of use under Ground Water Certificate 399-A(A) to the Board. The board has designated such application for active Board review assigning it a number of GRAN-15-02. The Department of Ecology has assigned tracking number CG3-*01104C(A)@1 to this application.

That Ground Water Certificate G3-399-A(A) with a priority date of April 18, 1949 has current authorization for 800.0 gallons per minute, 280.5 acre-feet each year for Continous Industrial Use. The current place of use being portions of Sections 19, 20, 29, 30 & 32, T.19N., R.29E., W.M. The authorized area of use is comprised of Grant County Tax Parcels 091121631, 091121635, 110069477, 110069478, 110069492, 180244000, 180255000, 313143000, 313357000, 313359000 & 313360000. The point of withdrawal being one well located within the NWSW of Section 20, T.19N., R.29E., W.M.

The proposed change is to add an additional point of withdrawal, exapand the area of use, and adda purpose of use. The proposed changed certificate would be 760.1 gallons per minute, 266.5 acre feet for Continuous Industrial Use within the existing place of use identified above, and the proposed additional places of use identified below, would be 39.9 gallons per minute, 14.0 acre feet for Continuous Indoor Irrigation (green houses) and Seasonal Outdoor Irrigation of 4.0 acres within a portion of the existing place of use in the NWNE Section 29, T19N., R29E., W.M. (Grant County Tax Parcel 313357000). The proposed additional places of Continuous Industrial Use would be portions of the NENE of Section 29, T19N., R29E., W.M. (Grant County Tax Parcels 313143000, 313143001 & 313143002). The proposed additional point of withdrawal for Certificate G3-399-A(A) would be a well located within the NENE of Section 29, T.19N, R.29E, W.M. (Grant County Tax Parcel 313143002). The total amount of water currently authorized will not change.

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at Post Office Box 761, 4975 Road 13.5 SW, Royal City, WA 99357.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, PO Box 47611, Olympia, WA 98504-7611 within thirty (30) days from July 8, 2015.
