Schneider Homes LLC submitted an application for a Shoreline Substantial Development Permit on December 24, 2014. The application was determined to be substantially complete and ready for review on January 8, 2015. The proposed project location is 2300 Marina Drive. The proposal is to remove an existing recreational vehicle park and construct three 4-story condominium buildings with basement parking and six carriage flat buildings for a total of 108 dwelling units. The highest pont of buildings will be 49' above adjacent grade. Other site development includes a pool, spa, clubhouse, courtyards, landscaping, and open space. The existing boat launch, docks, and marina will be retained. The existing roadway in the park will be reconstructed. A category IV lake fringe wetland has been delineated and a 10' wetland buffer proposed. Proposed mitigation for wetland impacts is new plantings in 25% of the wetland buffer. The project has been determined to be consistent with the City's Comprehensive Plan and the following development regulations are applicable to the project: City of Moses Lake Municipal Code Title 14 Environmental Regulations, Title 16 Buildings and Construction, Title 18 Zoning, Chapter 19.06 Wetlands, Title 20 Development Review Process, and City of Moses Lake Shorelines Management Plan
The Planning Commission will hold a public hearing for this project at 7:00 pm, February 26, 2015 in the City Council Chambers located at 401 S. Balsam. All interested parties are encouraged to attend and make comment.
Comments on this proposal from public agencies with jurisdiction and comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on February 16, 2015. Comments on other aspects of this proposal from the general public will be accepted up to the date of the public hearing. Public comment may be provided up to the date of
the public hearing. In addition, persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner listed below. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in Moses Lake Municipal Code 20.11, Appeals.
