Smith Martin LLC submitted an application for a Shoreline Substantial Development Permit on December 18, 2014. The application was determined to be substantially complete and ready for review on January 5, 2015. The proposed project location is 922 S. Division. The proposal is to create a mixed-use residential and commercial community, including remodeling an existing building for professional office space on the ground floor and up to 4 apartments on the 2nd floor, and constructing 21 townhouses, each on its own lot of record. The project includes 8,963 square feet of private parking area, 9,865 square feet of landscaping, and 17,493 square feet of wetland buffer area. A category III lake fringe wetland has been delineated. The project has been determined to be consistent with the City's Comprehensive Plan and the following development regulations are applicable to the project: City of Moses Lake Municipal Code Title 14 Environmental Regulations, Title 16 Buildings and Construction, Title 18 Zoning, Title 20 Development Review Process, and City of Moses Lake Shorelines Management Plan

The Planning Commission will hold a public hearing for this project at 7:00 pm, February 26, 2015 in the City Council Chambers located at 401 S. Balsam. All interested parties are encouraged to attend and make comment.

Comments on this proposal from public agencies with jurisdiction and comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on February 11, 2015. Comments on other aspects of this proposal from the general public will be accepted up to the date of the public hearing. Public comment may be provided up to the date of

the public hearing. In addition, persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner listed below. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in Moses Lake Municipal Code 20.11, Appeals.
