A Discretionary Use Review and SEPA Checklist to enable the development of a community water system on an approximately 2.32-acre parcel in the Rural Community zoning district of Grant County.

MITIGATED DETEMINATION OF NON-SIGNIFICANCE

Grant County has issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (WAC Chapter 197-11) for the following project: A Discretionary Use Review and SEPA Checklist to enable the development of a community water system on an approximately 2.32-acre parcel in the Rural Community zoning district of Grant County. Said development will include the construction of two (2) new 100,000-gallon concrete water reservoirs and related equipment and appurtenances on the subject parcel. Other planned (off-site) improvements include the demolition of an existing steel water storage tank, abandonment of a portion of the 8-inch distribution main that feeds the existing storage tank, installation of a new 8-inch distribution main from near the existing storage tank to the new reservoirs, drilling and installation of new 8-inch distribution pipe under a Quincy-Columbia Basin Irrigation District wasteway canal (approximately 85 feet), and installation of a new 8-inch distribution pipe on Nob Hill Street to connect to a new booster pumping station. The booster station will be an approximately 8-ft. x 10-ft. wood frame structure. New 4-inch pipe will connect the booster station to the existing distribution system.

The site address of the subject parcel is 8762 Highland Drive SE, Othello, WA. It is also known as Lot 1 of the Curlew Crest Plat, and is located approximately 0.70 miles southwest of the intersection of State Highway 262 and Road H SE, and approximately 0.07 miles north of the intersection of Highland Drive SE and Road 8.8 SE, and in the SE quarter of Section 18, Township 17 North, Range 28 East, WM, Grant County, WA (Parcel #07-1330-100).

After a review of a completed Environmental Checklist and other information on file with the Planning Department, Grant County has determined that this proposal does not have a probable significant adverse impact of the environment as conditioned.
