PROJECT: A Shoreline Substantial Development Permit (SSDP) for appropriate as necessary repair measures to the existing Wanapum Dam Upper Boat Launch facility as proposed by Grant County Public Utility District No. 2 (GCPUD).

Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) application received by Grant County on February 2, 2015 from Grant County Public Utility District No. 2 (Designated Contact: Ross Hendrick, PO Box 878, Ephrata, WA 98823, 509-754-0500, ext. 2468) was found to be technically complete on February 17, 2015. PROJECT: A Shoreline Substantial Development Permit (SSDP) for appropriate as necessary repair measures to the existing Wanapum Dam Upper Boat Launch facility as proposed by Grant County Public Utility District No. 2 (GCPUD). Proposed measures include the installation of wave and sediment barriers on the north and south sides of the boat launch ramp in order to protect the ramp from debris buildup and to protect the floats from further wind and wave damage. This proposal also includes installation and construction of erosion control features and a floating turbidity curtain, construction of a temporary earthen dredge access platform and upland stockpile control features, dredging of approximately 500 cubic yards of accumulated sediment, removal of two currently remaining boat launch floats, reinstallation of five launch floats, permanent removal of the outermost float and its associated support pile, and complete site restoration (erosion control seeding and native plantings). Work will be performed over and in the water, and on land above and below the Ordinary High Water Mark (OHWM) of the Columbia River, which is a designated Shoreline of Statewide Significance. This proposal includes all specific development that will occur within 200 feet of the shoreline of the Wanapum Lake portion of the Columbia River. This proposal also includes a separately-permitted pier removal project within the same watershed as off-site compensatory mitigation at property also owned by GCPUD commonly referred to as the Columbia Cliffs site. The Columbia Cliffs mitigation project was completed in October of 2014, in order to enable work to occur during the emergency drawdown of the Wanapum Reservoir. SEPA: A SEPA Determination of Non-Significance was issued by GCPUD for this proposal on January 26, 2015. ADDITIONAL PERMITS REQUIRED: Grading Permit, WDFW Hydraulic Approval, WDOE Water Quality Certificate, USACE Section 404/10 Permit. STUDIES SUBMITTED: Project Alternatives Analysis, Compensatory Mitigation Plan, Biological Assessment. LOCATION: The Wanapum Dam Upper Boat Launch facility site is an approximately 1.1-acre portion of Parcel #15-0253-000. It is located approximately 4.50 miles south of the I-90 bridge at Vantage, WA, and approximately 0.25 miles north of Wanapum Dam on the west side of State Highway 243, and in the northwest quarter of Section 16, Township 16 North, Range 23 East, WM, Grant County, WA. SHORELINE ENVIRONMENT DESIGNATION: High Intensity - Public Facility. PRESENT ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
