Notice is hereby given that a SEPA Checklist received by Grant County on October 16, 2015 from Royal Water District (Designated Contact: Bryan D. Hicks, Century West Engineering Corp, 421 N Pearl Street #206, Ellensburg, WA 98926 (509) 838-3810) were found to be technically complete on December 10, 2015. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: None. PROJECT: To construct improvements to the water storage reservoir and distribution system for the Royal Water District. The project will construct approximately 5,200 LF of new 8-inch diameter water mains, related appurtenances such as valves and fire hydrants, and a new 100,000 gallon water storage reservoir. The new reservoir will be constructed on the unused portion of the _ acre parcel where an existing reservoir is located. The existing reservoir will be demolished as part of the project. Related improvements include reconnecting water services to the new water mains, installing new water meters, and upgrading telemetry controls at the existing well to accommodate the new reservoir. All distributed surface areas will be restored to pre-construction condition. The waterlines to be replaced are within public rights of way along the residential roads and within existing utility easements. The existing water lines are undersized pipes that have reached the end of their useful life and experience high rates of leakage. The existing 50,000 gallon concrete water reservoir is undersized and no longer meets current standards. ADDITIONAL PERMITS REQUIRED: NEPA. STUDIES REQUIRED: None. LOCATION: The Royal Water District's water service area and the project location are located in Section 31, Township 17, Range 27, W.M. in Grant County. The project is located in the northwest of the intersection of SR 262 and Road 12 SE, approximately 7 miles east of Royal City, WA. Parcel #16-1289-000. PRESENT ZONING: Rural Community. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
