Notice is hereby given that a JARPA (Shoreline Substantial Development Permit Application) and SEPA Checklist received by Grant County on November 30, 2015 from Bill Fairbanks (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on December 7, 2015.

Notice is hereby given that a JARPA (Shoreline Substantial Development Permit Application) and SEPA Checklist received by Grant County on November 30, 2015 from Bill Fairbanks (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd. NE, Moses Lake, WA 98837, 509-989-4318) were found to be technically complete on December 7, 2015. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to

comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and after completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult with the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be deposited landward of the shoreline and/or removed from the project site, thereby lessening sedimentation and erosion, (e) Any rocks moved during placement of support legs for the dock, or during installation of the boatlift, must be deposited underneath the dock thereby enhancing habitat for native wildlife. 2. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project as proposed. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or

terrestrial species as approved by the WA Dept. of Fish and Wildlife. 3. The landowner/applicant shall establish mitigation plantings on site. A minimum of 378 sq. feet of mitigation plantings will be required for this project. Mitigation plantings shall be species from the Grant County Native Plants List. 4. All proposed development at or below the Ordinary High Water Mark (OHWM) of Moses Lake shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the OHWM). PROJECT: A Shoreline Substantial Development Permit to enable the construction of a 4-ft. wide x 30-ft. long freestanding ramp connecting to an 8-ft. wide x 20-ft. long freestanding dock on an approximately 2.59-acre parcel in the Urban Residential 2 zoning district of Grant County. The overall length of both structures combined will be 50 feet. This proposal also includes a 9-ft. wide x 10-ft. long freestanding boatlift to be located along the north side of the dock. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Project Approval. STUDIES REQUIRED: None. LOCATION: The site address of the subject parcel is 668 Easy Street NE, Moses Lake, WA. The

subject parcel is also known as Lot 5 of the South Hills Addition plat. It is located approximately 0.33 miles south of Interstate I-90 on the east shoreline of Moses Lake, and approximately 0.55 miles northwest of the intersection of Potato Hill Road NE and Morgan Road NE, and in the NW quarter of Section 34, Township 19 North, Range 28 East, WM, Grant County, WA (Parcel #12-0956-032). SHORELINE ENVIRONMENT DESIGNATION: Shoreline Residential. PRESENT ZONING: Urban Residential 2. PUBLIC HEARING: None.
