Alex Kaulins, 1200 West Lake Ave. N, Suite 604B, Seattle, WA 98109, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Growhouses Washington, LLC, is located in Section 29, Township 19N, Range 29E, W.M., approximately 5500 feet east of the intersection of Road 2 NE and Road L NE, where Road 2 NE terminates to a private road, and bordering to the east of the Grant County Fire District 5 training center.

NPDES and State Waste Discharge General Permit. The proposed project, Growhouses

Washington, LLC, is located in Section 29, Township 19N, Range 29E, W.M.,

approximately 5500 feet east of the intersection of Road 2 NE and Road L NE, where

Road 2 NE terminates to a private road, and bordering to the east of the Grant County

Fire District 5 training center. This project involves 30 acres of soil disturbance for three

(3) greenhouses, one (1) head house, supporting infrastructure for the growing of

marijuana, and rough grading for a future outdoor grow area construction activities. The

receiving water is groundwater. Any persons desiring to present their views to the

department of Ecology regarding this application may do so in writing within thirty days

of the last date of publication of this notice. Comments shall be submitted to the

department of Ecology. Any person interested in the department's action on this

application may notify the department of their interest within thirty days of the last date

of publication of this notice. Ecology reviews public comments and considers whether

discharges from this project would cause a measurable change in receiving water quality,

and, if so, whether the project is necessary and in the overriding public interest according

to Tier II antidegradation requirements under WAC 173-201A-320.
