THE STATE OF WASHINGTON: To each and every tract, lot, part, parcel, or portion of the hereinafter described land, tenements, and each and every person, firm or corporation named in the following list as being the owner or owners, or reputed owners, according to the tax rolls of said Franklin County, of the lands and tenements, or any tract, part, parcel, or portion thereof in said list hereinafter described following their respective names; and each and every person, firm or corporation known or unknown, if any, having or claiming to have a lien of any kind upon or any right, title, interest or estate in or to said lands and tenements or any tract, lot, part, parcel or portion thereof hereinafter described in said list as aforesaid, Defendants.
YOU AND EACH OF YOU are hereby notified that on the 29th day of June, 2015, the County Treasurer of Franklin County, Washington issued to Franklin County, Washington a first amended general certificate of delinquent taxes, and that the said certificate embrace the tax legally existing against the following described real property for the 2012 through 2015 and prior years, for which said property is delinquent, as hereinafter specifically set out, that the amount of the certificate being set forth in the column designated as the total amount opposite the description on the certificate is the amount of the tax for the 2012 through 2015 and prior years and the penalties, interest, and costs attached thereto up to and including June 29th, 2015.
The first amended certificate was issued to Franklin County on the 29th day of June, 2015. The sum opposite each description hereinafter shown and listed in the attached hereto and incorporated herein (Exhibit “B”) which sums the amount of the taxes then assessed, unpaid and delinquent against each tract, lot, part, parcel, or portion thereof of the real property located in Franklin County, Washington hereinafter severally described and set opposite the description for the year in which said taxes first became delinquent; together with interest thereon from the date of delinquency at the current rate from the 30th day of April, for the first half of each of said years, together with interest thereon at the current rate from the 31st day of October, for the last half of each said years, together with all penalties accrued or accruing.
The plaintiff claims a lien for all taxes, assessments, penalties, and interest against said property; that all taxes herein mentioned shall draw interest from the date the first amended general certificate of delinquent taxes was issued June 29th, 2015, at the rate of twelve (12) percent per annum.
That the plaintiff herein is a political subdivision of the State of Washington organized and existing under the constitution and laws of the State of Washington; and is the owner and holder of said first amended certificate of delinquency, and is the Treasurer for the Franklin County Irrigation District.
The plaintiff herein claims liens against the real property hereafter described in said delinquent tax list for the total amount of taxes, penalties, and interest due against each tract, lot, part, parcel or portion thereof, and has applied to the above entitled court for a several judgment assessment included therein, also including all penalties, interest, and costs for foreclosing said lien and for such other further relief as the court shall deem just under the laws governing such cases.
Franklin County Irrigation District assessments are unpaid and due for certain parcels in Exhibit “B” and the Treasurer is entitled to foreclose the assessments on behalf of the Franklin County Irrigation District. Exhibit “B” is a true and correct copy of a list of the tax records owners, or reputed owners, together with their respective liens, a description of the property on which the taxes or assessments are due, and the total amount of taxes or assessments, interest, penalties, and costs for each legal description.
YOU, AND EACH OF YOU, are hereby summoned to appear within thirty (30) days after the date of first publication of the notice and summons, to wit: After the 17th day of July, 2015, exclusive, of the date of said first publication, and defend the above-entitled action in the above-entitled court, or pay to the Treasurer of Franklin County the amount due together with costs of her action; and in case of your failure to do so, judgment will be rendered foreclosing the lien of said taxes, assessments, penalties, interest, and costs due and accruing against the land premises above described; and that all process herein may be served upon the undersigned attorney for the plaintiff.
