Notice is hereby given that a JARPA (Shoreline Permit Application & Shoreline Conditional Use Permit) and SEPA Checklist received by Grant County on July 06, 2015 from Gene & Marie Toikka (Designated Contact: Eldon Broughton, 2403 Westshore Dr NE, Moses Lake, WA 98837, 509-750-9051) were found to be technically complete on July 29, 2015.

Notice is hereby given that a JARPA (Shoreline Permit Application & Shoreline Conditional Use Permit) and SEPA Checklist received by Grant County on July 06, 2015 from Gene & Marie Toikka (Designated Contact: Eldon Broughton, 2403 Westshore Dr NE, Moses Lake, WA 98837, 509-750-9051) were found to be technically complete on July 29, 2015. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request.
PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Comply with the planting plan submitted with the project to ensure a no net loss of shoreline ecological function. 3. Construction shall be done during the annual draw-down (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4.
Best management practices for control of erosion and sedimentation shall be implemented for the project. PROJECT: A Shoreline Permit to enable the construction of a 3-ft. to 4-ft. tall coir log wall with a rock toe in order to stabilize the eroding shoreline. The project proposes to plant the coir logs with a mix of Coyote Willow, Golden Currant, Red Osier Dogwood, Sedge plants along with a variety of native grass seed mix. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Project Approval. STUDIES REQUIRED: None. LOCATION: The site address of the subject parcel is 928 Easy St, Moses Lake, WA. The parcels are also known as Lots 19 & 20 of the South Hills Plat and approximately 0.10 miles south of I-90, and in the northern portion of Section 34, Township 19 North, Range 28 East, WM, Grant County, WA (Parcel #12-0956-046 & 12-0956-047). SHORELINE ENVIRONMENT DESIGNATION: Shoreline Residential. PRESENT ZONING: Urban Residential 2. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
