MITIGATED DETEMINATION OF NON-SIGNIFICANCE

Grant County has issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (WAC Chapter 197-11) for the following project: A Discretionary Use Review and SEPA Checklist to enable the expansion of an existing Bulk Fuel Storage Facility on an approximately 8.71-acre parcel in the Rural Light Industrial zoning district of Grant County. Expansion will include installation of three (3) new concrete tank pads with a retaining curb (to direct spills into existing containment), relocation of two (2) existing 5,000-gallon oil storage tanks onto two of the new pads, and installation of two (2) new 27,000-gallon oil storage tanks. This proposal also includes the future relocation/installation of one (1) 5,000-gallon oil storage tank onto the third new tank pad.

The subject area is an approximately 0.10-acre portion of Parcel #18-0197-001. The site is located approximately 3.98 miles east of the intersection of State Highway 17 and Wheeler Road NE, and approximately 300 ft. north of the intersection of Road 3 NE and Road O NE, and in the SE quarter of Section 16, Township 19 North, Range 29 East, WM, Grant County, WA.

After a review of a completed Environmental Checklist and other information on file with the Planning Department, Grant County has determined that this proposal does not have a probable significant adverse impact of the environment as conditioned.

Copies of the MDNS (File #15-6056) are available at no charge from the Grant County Planning Department, 264 West Division Avenue, PO Box 37, Ephrata, WA 98823, (509)754-2011, ext. 2522. Office hours: 8 am-12 noon, 1-4 pm, M-F. The public is invited to comment on this MDNS by submitting written comments to Rick Rettig at the above address no later than 5 pm on May 12, 2015.
