The City of Quincy and Environmental Management Corporation (EMC) have applied for renewal of a National Pollutant Discharge Elimination System (NPDES) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act. Ecology accepted the application as complete on April 6, 2015.
The City presently owns and has a contract service agreement with EMC to operate their industrial wastewater treatment facility that was designed and is operated to treat vegetable process wastewater year around. The wastewater, following treatment, will discharge to the Bureau of Reclamation's wasteway DW237 and must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.
The Department of Ecology is proposing to renew the permit and is hereby issuing public notice of its intent. Interested persons are invited to submit their name, address, and comments regarding this permit to:
