Sealed proposals for the Franklin County Public Safety Building Area Remodels project will be received by the County of Franklin, at the county commissioners’ office in the Franklin County Courthouse located at 1016 North Fourth Avenue, Pasco, Washington, until 11:00 a.m., Wednesday, May 6, 2015.

NOTICE TO CONTRACTORS

Sealed proposals for the Franklin County Public Safety Building Area Remodels project will be received by the County of Franklin, at the county commissioners’ office in the Franklin County Courthouse located at 1016 North Fourth Avenue, Pasco, Washington, until 11:00 a.m., Wednesday, May 6, 2015.

TYPE OF BID

One proposal for the entire project is required.

BID DELIVERY

All bids are to be delivered to the Franklin County commissioners’ office by 11:00 a.m., Wednesday, May 6, 2015. The commissioners’ office is located in the basement of the Franklin County Courthouse at 1016 North Fourth Avenue, Pasco, Washington.

BID OPENING

Bids will be opened publicly and read aloud at 11:00 a.m., Wednesday, May 6, 2015 in the commissioners’ meeting room. Bidders and others properly interested are invited to be present. The commissioners’ meeting room is located on the second floor of the Franklin County Courthouse.

BID DOCUMENTS WILL BE ISSUED AS FOLLOWS

Bonafide Bidders may obtain one complete set of bid documents upon deposit of a check made payable to the Architect in the amount of $100.00. Bidders can pick up their bid sets at the Architect’s office.

Mechanical and Electrical documents cannot be obtained as separate packages.

Bonafide Bidding Specialty Contractors and Suppliers wishing parts of sets may obtain

them by requesting the items desired in writing and paying the cost of reproduction.

Such Bidders are responsible for familiarizing themselves with all Contract Documents affecting their bid.

Should any Bidder wish an additional complete set of documents, they may purchase them by paying the $100.00 cost of reproduction.

REFUND OF DEPOSITS

A full $100.00 deposit refund for one set of documents will be made to Bid Depositors upon return of the complete documents in GOOD condition, not more than ten (10) calendar days after the bid date. Any marking of the documents may be done only with a YELLOW transparent highlighter to comply with the term "GOOD".

There will be no refund for purchased sets.

BID GUARANTEE

A certified check, cashier's check or bid bond made payable to the Owner for an amount equal to at least 5% of the total amount bid shall accompany each bid.

RIGHT TO REJECT BIDS AND AFFIRMATIVE ACTION

The Owner reserves the right to reject any or all bids and to waive technicalities.

Prospective Bidders must adhere to the provisions of current equal opportunity legislation. Franklin County is an Affirmative Action Employer.

MANDATORY PRE-BID CONFERENCE

There will be a mandatory pre-bid conference for all general contractors at 10:00 a.m., on Tuesday, April 28, 2015. The conference will take place at the Franklin County Public Safety Building.

The Public Safety is located at 1016 North 4th Street in Pasco.

Meet in the second floor entrance lobby off of the north entrance.

Attendance will be taken of general contractors and published by addendum to identify those in attendance. Bids from general contractors not attending the mandatory conference, will not be considered.

The purpose of the conference will be to generally discuss the project, walk the construction areas and answer any questions that may come up.
