Notice is hereby given that a JARPA (Shoreline Permit Application) and SEPA Checklist received by Grant County on August 15, 2014 from Paul Moran, 2806 126th Ave NE, Bellevue, WA 98005 and was found to be technically complete on September 18, 2014. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION

MEASURES: 1. The landowner/applicant shall take all measures necessary to minimize and

control sediment run-off into Blue Lake during construction and completion of this project, including, but not limited to: A) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion. B) Replant disturbed soils with native vegetation following construction. C) Consult WDFW Dept. of Fish & Wildlife (Ephrata) in order to determine the best methods and/or processes of erosion control. D) Any excavated materials must be placed landward of the shoreline and/or removed from the project site, thereby lessening sedimentation and erosion. E) Any rocks moved during construction for the placement of support legs for the dock must be deposited underneath the dock thereby enhancing habitat for native wildlife. 2. The landowner/applicant shall alter the shoreline only to the minimum extent necessary so as complete the proposed project. 3. The amount of shoreline and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the proposed project. 4. If any Native American grave sites or archaeological/cultural resources (Indian Artifacts) are found, all construction activity shall stop and the owner/developer shall immediately notify the Grant County Planning Department, Colville Confederated Tribes, and Washington State Office of Archaeology and Historic Preservation. PROJECT: The applicant would like to permit a boatlift (10’x12’) as

well as stairs (15’x5’) leading to the boatlift. The lift and stairs are already built. The applicant would also like to install a seasonal swim dock/float (8’x8’). STUDIES REQUIRED: None.

LOCATION: The street address for the project site is 32024 Lakeview Road NE, Coulee City,

WA, 99115. The parcel is located on the east side of Blue Lake in a portion of Section 20, Township 24 North, Range 27 E, W.M, Grant County, WA. Parcel #07-0977-000. ZONING: Shore-

line Development 3. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This

proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code. This may be the only opportunity to comment on the above listed materials.
