Subject: Request for Letters of Interest – Weatherization Program Assistance

From: Opportunities Industrialization Center of Washington (OIC of Washington)

OIC of Washington is seeking qualified Weatherization contractors to perform full program

service weatherization project work in upper Yakima County, Grant County and Adams County. Interested contractors must submit a Letter of Interest no later than 5:00 PM, September 26, 2014 to OIC of Washington, Attn: Bob Ponti, 815 Fruitvale Blvd, Yakima WA 98902 or fax to (509)452-2826 Attn: Bob Ponti. Letters of Interest that are submitted or received by companies or individuals after 5:00PM, on September 26, 2014 will not be considered.

Qualifications:

„ Full service Weatherization Assistance Program Provider including all subcontract work

„ BPI (Building Performance Institute) certification

„ Lead Safe Work Practices (LSWP) certification and Firm certificate

„ Asbestos work certification

„ Pollution Occurrence Insurance (POI)

„ Equipment (insulation blower capable of providing High Density 80 IWC and blower door)

„ Experience including but not limited to repairing and insulating mobile home bellies, ceiling and wall insulation, energy related minor repairs, door and window replacement, duct sealing and insulation, furnace repair and/or replacement.

„ Pressure Balancing / ventilation per ASHREA 62.2 Standards

„ Experience with state standards for the installation of approved weatherization materials

„ Combustion Safety Testing

„ Experience with State Prevailing wage requirements

„ Administrative capacity to accomplish required prevailing wage, unit pricing and invoicing, record keeping, and required reporting to multiple regulatory agencies

Qualified and eligible contractors that have properly submitted Letters of Interest may be invited to participate in the Request for Qualifications process and to provide bid sheets, insurance, license and bond information for consideration of entering into a contract for the completion of multiple weatherization projects. After the RFQ process has been completed, one or more qualified and eligible contractor may be selected to perform the work.
