Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on October 14, 2014 from Royal Organic Products, LLC (Designated Contact: Charles Graaff, 17405 Rd. 13 SW, Royal City, WA 99357, 509-760-0703) were found to be technically complete on October 16, 2014.

Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on October 14, 2014 from Royal Organic Products, LLC (Designated Contact: Charles Graaff, 17405 Rd. 13 SW, Royal City, WA 99357, 509-760-0703) were found to be technically complete on October 16, 2014. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if any other permits and/or licenses will be required by other local, state, and federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. The proposed development shall not inflict upon adjacent land(s) smoke, dust, glare, dirt, steam, vibration, noise, electrical interference, excessive hazards, or pollution which exceeds applicable local, state, or federal standards. 3. The proposed compost pellet manufacturing process shall be contained within the existing potato storage building, as depicted in the application materials. 4. The proposed compost pellet manufacturing process shall use only “stabilized” compost (which is not capable of generating high temperatures) and not “active” compost. Stabilized compost means any organic material that has undergone a process to reduce pathogens, and has reached a stage of reduced biological activity as indicated by reduced temperature and rate of respiration below that of active compost. 5. A high-efficiency outside dust collector shall be used to remove fugitive particulate matter from the air, as so described in the application materials. PROJECT: This proposal is for the development of an approximately 15,000 sq. ft. compost pellet manufacturing facility (more specifically, the conversion of an existing potato storage building) on an approximately 110.4-acre parcel in the Agriculture zoning district of Grant County. ADDITIONAL PERMITS REQUIRED: Building Permit. STUDIES REQUIRED: None. LOCATION: The subject area is an existing potato storage building located on an approximately 4.0-acre portion of Parcel #20-1813-000. The site address of the subject parcel is 14631 Frenchman Hills Road SW, Quincy, WA. The subject area itself is located approximately 5.2 miles southeast of George, WA, and approximately 0.40 miles southeast of the intersection of Frenchman Hills Road SW and Road O SW, and in the NW quarter of Section 3, Township 17 North, Range 24 East, WM, Grant County, WA. PRESENT ZONING: Agriculture. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
