PROJECT: This proposal is for site improvements to the existing north and south access areas of the Priest Rapids Kayak Trail, in the Rural Remote zoning district of Grant County.

Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) application and a Discretionary Use Permit (DUP) application received by Grant County on August 29, 2014 from Grant County PUD No. 2 (Designated Contact: Igor Shaporda, PO Box 878, Ephrata, WA 98823, 509-754-5088, ext. 4114) were found to be technically complete on October 9, 2014. PROJECT: This proposal is for site improvements to the existing north and south access areas of the Priest Rapids Kayak Trail, in the Rural Remote zoning district of Grant County. Portions of the improvements will be within 200 feet of the Ordinary High Water Mark (OHWM) of the Columbia River. Improvements to the North Trail Site will include a 5-ft. wide, 4-inch thick, ADA-accessible gravel access path to the OHWM (approximately 680 feet long), and a small turn-around (8-ft. radius) at the end of the path. Improvements to the South Trail Site will include demolition of the existing parking area, construction of an access road to a new parking area that will accommodate 11 parking stalls (including one ADA-accessible space), installation of a single-vault toilet, a concrete sidewalk around the vault toilet, interpretive signage, and an 18-inch wide, 4-inch thick, rustic gravel access trail to the OHWM (approximately 530 feet long). All work will occur above the OHWM. Restoration and hydro-seeding of disturbed areas will occur at both locations. SEPA: A SEPA Determination of Non-Significance was issued by Grant County PUD No. 2 for this proposal on August 29, 2014. ADDITIONAL PERMITS REQUIRED: Building Permit, Grading Permit. STUDIES SUBMITTED: Wetland Delineation Report, Archaeological Resources Survey Report. LOCATION: The North Trail Site is an approximately 4.5-acre portion of Parcel #15-0100-000. The site address of the subject parcel is 26650 Road U SW, Mattawa, WA. The North Trail Site is located northwest of Desert Aire, WA, and approximately 0.65 miles south of the intersection of Road U SW and Road 26 SW, and in the SE quarter of Section 16, Township 14 North, Range 23 East, WM, Grant County, WA. The South Trail Site is an approximately 7.2-acre portion of Parcels #15-0136-000 and #15-0141-000. The site address (of Parcel #15-0141-000) is 29082 Highway 243 South, Mattawa, WA. The South Trail Site is located southeast of Desert Aire, WA, and approximately 0.50 miles east of the intersection of State Highway 243 and Orchard Drive SW, and in the SW quarter of Section 26, Township 14 North, Range 23 East, and in the north half of Section 35, Township 14 North, Range 23 East, WM, Grant County, WA. SHORELINE ENVIRONMENT DESIGNATION: Rural Conservancy. PRESENT ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
