Living within a budget

Received our letter in the mail from City of Moses Lake. To help cover their budget shortfall they are going to pillage and plunder the discount for seniors on sanitation rates, no more discounts unless you are really low income. It seems like the only people who are on fixed income are the ones they can easily take from. County taxes go up, city, no more discounts, we have to live within our budgets, why can't they? We are writing as two fixed income seniors from Moses Lake.
