Notice of Application and Public Hearing

The Cove West Home Owners Association submitted an application for a Substantial Shoreline Development Permit and C-R Zone Conditional Use Permit on August 21, 2014. Additional information was submitted on September 8th and the application was determined to be substantially complete and ready for review on September 22, 2014. The proposed project location is Cove West Park. The proposal is install a 8'x24' freestanding dock with a 8'x30' floating dock attached to it, stabilize the shoreline with filter cloth, plantings, and large rocks, increase the length and depth of the boat launch ramp, remove excavated sand as part the shoreline stabilization and ramp construction, and drifting sand removal from the lake bed over time as needed. The project has been determined to be consistent with the City’s Comprehensive Plan and the following Development Regulations are applicable to the project: City of Moses Lake Municipal Code Title 14 Environmental Regulations, Title 18 Zoning, and Title 20 Development Review Process; City of Moses Lake Shorelines Management Master Plan.

The Planning Commission will hold a public hearing for this project at 7:00 pm, November 13, 2014 in the City Council Chambers located at 401 S. Balsam. All interested parties are encouraged to attend and make comment.

Comments on this proposal from public agencies with jurisdiction and comments on the environmental impacts of this proposal will be accepted until 5:00 p.m. on October 27, 2014. Comments on other aspects of this proposal from the general public will be accepted up to the date of the public hearing. Public comment may be provided up to the date of the public

hearing. In addition, persons who want to be informed of future actions or the final decision on this proposal should provide their name and address to the project planner listed below. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in Moses Lake Municipal Code 20.11, Appeals.
