Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist received by Grant County on September 12, 2014 from the WA State Dept. of Transportation (Property Owner) and Zayo Group LLC (Designated Contact: Andy Clapier, Circle H Construction, PO Box 1578, Eagle, ID 83616, 208-860-6215) were found to be technically complete on September 22, 2014.

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist received by Grant County on September 12, 2014 from the WA State Dept. of Transportation (Property Owner) and Zayo Group LLC (Designated Contact: Andy Clapier, Circle H Construction, PO Box 1578, Eagle, ID 83616, 208-860-6215) were found to be technically complete on September 22, 2014. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental

impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if other permits and/or licenses will be required by other local, state, and federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. Development shall comply with applicable state and federal laws for the protection of archaeological and historic resources. If human remains are discovered during ground-disturbing activities, all development activity shall cease immediately and the applicant, or his contractor or agent, shall immediately contact the Shoreline Administrative Official and the WA State

Dept. of Archaeological & Historic Preservation for further instruction. 3. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to avoid or minimize any/all detrimental impacts to the Columbia River. Best Management Practices (BMPs) shall be used during implementation of this proposal in order to minimize negative impacts to the subject area, to lessen the risk of erosion, and to stabilize the site during construction. 4. Absorbent socks shall be utilized around all drill equipment and adjacent to all drains to prevent drilling fluids from escaping the work area. A vacuum truck shall be on-site during drilling operations to ensure timely removal of all drilling fluids. PROJECT: This proposal is for the attachment of a 2-inch diameter galvanized iron pipe conduit to the south side of the I-90 Columbia River bridge at Vantage, WA, and installation of fiber optic cable into the conduit. Work will occur above the Wanapum Reservoir portion of the Columbia River, which is a designated Shoreline of Statewide Significance. This proposal also includes required digging in order to install the conduit and cable to the bridge, a portion (approximately 120 feet) of which will occur within 200 feet of the Ordinary High Water Mark (OHWM) of the Columbia River. ADDITIONAL PERMITS: None. STUDIES REQUIRED: None. LOCATION: The project area for this proposal is the south side of the I-90 Columbia River bridge itself, as well as the WA State Dept. of Transportation (WSDOT) right-of-way along the I-90 eastbound exit ramp to State Highway 26 (Exit #137). The site is located approximately 11 miles southwest of George, WA, and partly in the SE quarter of Section 20, Township 17 North, Range 23 East, and partly in the SW quarter of Section 21, Township 17 North, Range 23 East, WM, Grant County, WA. SHORELINE ENVIRONMENT DESIGNATION: Rural Conservancy. PRESENT ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
