Frustrated over the Post Office

Where does all the missing mail go? I have been in business as a landlord in Moses Lake for 25 years. Most of my property is on the base. This year, I have had 5 rent checks go missing from different tenants after they have put it in a mailbox. All but one was mailed from the base, using 3 of those boxes. It costs my tenants money to replace those money orders and then they are behind in rent until they get a refund. I have called the PostMaster of Moses Lake, who quickly did not want to take any responsibility. My envelopes that are used are bar coded for my mailing address. The boxes on the base have been broken and run down. They need to be fixed or replaced with better out-going boxes.
