DETERMINATION OF NONSIGNIFICANCE

DESCRIPTION OF PROPOSAL: Sunland Estates Encroachment Remediation.

An unknown party moved boulders and soil below the ordinary high water mark of the Columbia River using large equipment on Grant PUD property without permission. The unknown party pushed rock (boulders) and soil from the exposed river shoreline and piled the material on two existing rock jetties, creating a cleared beach area. To correct this encroachment, Grant PUD is proposing to completely remove the rock jetties where the rock and soil was deposited. Approximately 607 CY of material (boulders) from these jetties will be redistributed on the exposed river substrate in a 7,410 sq. ft. area to restore the shoreline to as close to previous conditions as possible. The work will be done in a manner that will minimally disturb the exposed riverbed. No grading is proposed. Rocks from the jetties will be picked up with an excavator and placed back on the riverbed. Access to the site for construction vehicles will be through an adjacent upland owner just north of the property where the encroachment occurred.

From I-90, take the Silica Road exit and travel north to Sunland Road. Follow Sunland Road to Vantage Rd SW, turn right onto Vantage Rd SW. Follow Vantage Rd to River Drive, and turn right onto River Drive. The encroachment occurred on Grant PUD property adjacent to 592 River Drive SW.

LEAD AGENCY: Public Utility District No. 2 of Grant County

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
