NOTICE OF PUBLIC HEARINGS, DETERMINATION OF NONSIGNIFICANCE

NOTICE IS HEREBY GIVEN, that the Grant County Planning Commission will conduct a public hearing in accordance with Chapter 25.12 of the Grant County Unified Development Code to consider proposed amendments to the Grant County Comprehensive Plan and Zone Changes submitted in accordance with the criteria listed in the Unified Development Code adopted in October, 2000, and in accordance with State Law RCW 36.70A.

AND ADOPTION OF EXISTING ENVIRONMENTAL DOCUMENTATION

NOTICE IS HEREBY GIVEN, that the Grant County Planning Commission will conduct a public hearing in accordance with Chapter 25.12 of the Grant County Unified Development Code to consider proposed amendments to the Grant County Comprehensive Plan and Zone Changes submitted in accordance with the criteria listed in the Unified Development Code adopted in October, 2000, and in accordance with State Law RCW 36.70A.

NOTICE IS ALSO GIVEN, that the Grant County Planning Commission will consider review of the State Environmental Policy Act SEPA addendum to the September, 1999 Final Environmental Impact Statement as adopted and prepared in accordance with the State Environmental Policy Act (SEPA) RCW 43.21.C

DESCRIPTION OF CURRENT PROPOSAL:

A non-project proposal to consider the adoption of amendments to the Grant County 2006 GMA Comprehensive Plan. Proposed amendments considered for adoption include site-specific land use designation changes, changes to Figure 5-5, Future Land use Map, an Amendment to a UGA; and Zone Changes. The proposed amendments specifically include proposals submitted by the following list of applicants and will be heard by the Planning Commission commencing on Wednesday, July 2, 2014 at 7 p.m. in the Grant County Commissioners Hearing Room on the second floor of the Grant County Courthouse in Ephrata, Washington, at which time any person may appear and be heard either for or against the approval of the proposed amendments to be considered at the public hearing. Anyone who wishes to submit written comments on the proposed amendments must do so by 5 pm June 12, 2014. The specific proposals are listed below:

1) 14-5905 - Live Nation/Martin Hanson - - The Gorge, Designation change from Recreation Development/Irrigated to Master Plan Resort and a Minor Zone Change from Recreation Development/Agriculture to Master Plan Resort.

2) 14-5906 - City of Quincy - Quincy area, UGA amendment, Designation change from Irrigated to Urban Industrial.

3) 14-5907 - Nick Tommer (Ephrata Properties) - - Ephrata area, Designation change from Rural Residential 1 to Rural Remote and a Zone Change from Rural Residential 1 to Rural Remote.

4) 14-5908 - Nick Tommer (LBT Enterprises) - Quincy area, Designation change from Dryland to Rural Remote and a Zone change from Agriculture to Rural Remote.

5) 14-5909 - Tyler Reffett - - Moses Lake area, Designation change from Irrigated to Rural Residential 2 and Zone change from Agriculture to Rural Residential 3.

Copies of the proposed amendment applications, zone changes and Comprehensive Plan/FEIS and the 2014 Addendum to the EIS are available for review at the Grant County Planning Department, 457 1st Ave NW, Ephrata.
