Royal City has applied for renewal of its State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

PERMIT NO.: ST-5294

APPLICANT: The City of Royal City

PO Box 1239

Royal City, WA 99357

FACILITY: Royal City Water Reclamation Facility (WRF)

125 Apple Avenue NE

Royal City, WA 99357

Royal City has applied for renewal of its State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Royal City presently owns and operates a water reclamation facility for treatment of municipal wastewater. The WRF produces Class A reclaimed water for groundwater recharge and other beneficial uses. The proposed permit provides conditions to help ensure that the facility adequately and reliably produces reclaimed water for the designated uses in a manner that protects human health and the environment. The facility is designed for an average monthly flow of 0.25 million gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of wastewater from Royal City with the appropriate permit limits and conditions.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.
