Notice of Application and Proposed Mitigated Determination of Non-Significance

Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on April 17, 2014 from Terex Aerial Work Platforms (Genie Industries) were found to be technically complete on May 5, 2014 (Designated Contact: William Strouse, KSI Architecture & Planning, 5818 114th Avenue NE, Kirkland, WA 98033, 425-968-8197).

Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on April 17, 2014 from Terex Aerial Work Platforms (Genie Industries) were found to be technically complete on May 5, 2014 (Designated Contact: William Strouse, KSI Architecture & Planning, 5818 114th Avenue NE, Kirkland, WA 98033, 425-968-8197). Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The landowner/applicant is responsible to determine if other permits and/or licenses will be required by other local, state, and federal agencies. The landowner/applicant shall acquire all such permits and/or licenses as required. 2. The proposed development shall not inflict upon adjacent land(s) smoke, dust, glare, dirt, steam, vibration, noise, electrical interference, excessive hazards, or pollution which exceeds applicable local, state, or federal standards. 3. Dust and emissions to the air associated with the proposed development shall be controlled by utilizing Best Management Practices (BMPs) and dust control during development and operation. The applicant shall manage dust and debris that may become airborne with application of water and/other ddust control measures. 4. Facilities shall be installed in such a manner so as to prevent run-off from the site from entering adjoining properties. Surface water run-off must be contained and absorbed on-site. 5. Exterior lighting shall be energy-efficient and shielded or recessed so that glare and reflections are contained within the boundaries of the subject parcel. All/any on-site lighting shall be designed to avoid glare and pointed downward to prevent light leakage upwards, in order to avoid confusion, lack of visibility, or blindness to pilots during hours of darkness. PROJECT: This proposal is for the construction of a new shipping dock facility and other site improvements for an existing light manufacturing business on a portion of an approximately 85.6-acre parcel in the Grant County International Airport (AP) zoning district. The new shipping dock facility will consist of two covered container loading docks, two covered flat/stepped deck loading docks, and one open-air dock. The new facility will also include an office, restroom, and compressor room. Proposed site improvements include the overlay of an existing parking lot with asphalt, re-striping, addition of landscaping, changes to existing isle-way circulation, and expansion of the parking area. This proposal also includes the future addition of metal canopies to each of seven high-bay door sections, and construction of a New Product Development (NPD) building with test track and associated equipment. ADDITIONAL PERMITS REQUIRED: Building Permits. STUDIES REQUIRED: None. LOCATION: The subject area is a portion of Parcel #17-1017-000. The site address of the parcel is 8987 Graham Road NE, Port of Moses Lake Building #5820, Moses Lake, WA. The site is located approximately 1/2 mile east of the Grant County International Airport Main Terminal. It is also located approximately 1.90 miles northeast of the intersection of State Highway 17 and Randolph Road NE, and approximately 0.48 miles southwest of the intersection of Randolph Road NE and Tyndall Road NE, and in the east half of Section 28, Township 20 North, Range 28 East, WM, Grant County, WA. PRESENT ZONING: Grant County International Airport. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
