PROJECT: This proposal is for the development of a community park in the Rural Remote zoning district of Grant County.

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) application (Designated Contact: Debbie J. Knaub) received by Grant County on April 14, 2014 and a Discretionary Use Permit (DUP) application (Designated Contact: Igor Shaporda) received by Grant County on April 16, 2014 from Grant County PUD No. 2 (PO Box 878, Ephrata, WA 98823, 509-754-0500) were found to be technically complete on April 28, 2014. PROJECT: This proposal is for the development of a community park in the Rural Remote zoning district of Grant County. Portions of the facility will be within 200 feet of the Ordinary High Water Mark (OHWM) of the Columbia River. Said development will include replacement of an existing boat ramp, a new launch float, a wind and wave-protection jetty, upland earthwork, excavation and embankment work as needed to construct an asphalt and gravel parking lot and access paths, restoration of disturbed areas with native vegetation, new parking stalls (including two ADA-accessible spaces), picnic area improvements, a sidewalk from the parking area to the boat launch, interpretive signage, and installation of a vault toilet. Work will occur within the Columbia River, and both above and below the OHWM. This proposal also includes compensatory mitigation plantings on-site and at two off-site properties. SEPA: A SEPA Mitigated Determination of Non-Significance was issued by Grant County PUD No. 2 for this proposal on April 14, 2014. ADDITIONAL PERMITS REQUIRED: Building Permit, Grading Permit, WDFW Hydraulic Approval. STUDIES SUBMITTED: Wetland Delineation, Mitigation Plan, Biological Assessment, Project Alternatives Analysis, Archaeological Resources Survey Reports. LOCATION: The proposed community park site is an approximately 3.3-acre portion of Parcel #15-0257-000. The site is located approximately 4.6 miles south of (downriver from) the I-90 bridge at Vantage, WA. It is immediately south of Wanapum Dam, west of State Highway 243 and on the east shoreline of the Priest Rapids Reservoir portion of the Columbia River. The site is also in the east half of Section 17, Township 16 North, Range 23 East, WM, Grant County, WA. SHORELINE ENVIRONMENT DESIGNATION: Rural. PRESENT ZONING: Rural Remote. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
