Partney Construction Inc., 63024 Monroe Lane, La Grande OR 97850, is seeking coverage

under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Middle Crab Creek

Wetland Enhancement, is to occur in two sites. Site 1 is located east of Road D7 in T21N,

R27E, Section 2, and site 2 is located south of Road 16 in T21N, R28E Section 19, both sites

sit roughly 14 north of Moses Lake, WA, in Grant County.

This project involves 15 acres of soil disturbance for construction activities including: 1) Installation of 2 new and replacement of 2 existing water control structures to regulate flows in Crab Creek; and 2) construction of ponds, islands, boat channels and levees to creat wetland and waterfowl habitat to benefit a host of wetland/water dependent fish and wildlife species, including Northern Leopard frogs. Some road access routes will also be improved.

Any persons desiring to present their views to the department of Ecology regarding this application may do so in writing within thirty days of the last date of publication of this notice. Comments shall be submitted to the department of Ecology. Any person interested in the department’s action on this application may notify the department of their interest within thirty days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antigegradation requirements under WAC 173-201A-320.
