AN AIR POLLUTION SOURCE

The State of Washington Department of Ecology (Ecology) has received an application from Easterday Ranches, Inc. to complete permitting of the feedlot they have constructed near Mesa, WA. The facility is a 26,000 head feedlot on a 960 acre parcel south of Connell, WA. A legal description of the feedlot location is the South ½ of Section 13, ¾ of adjoining Section 23, and the entire adjoining Section 24, Township 12N, Range 31E, Willamette Meridian, Franklin County. The street address is 8230 Blanton Road, Eltopia, WA, 99301.

After review of the completed Notice of Construction application and other information on file with the agency, Ecology has made a preliminary determination that this proposal will conform to all requirements as specified in Ch. 173-400 WAC and Ch 173-460 WAC. Estimates of criteria pollutant emissions totals for the facility include 27 tons per year PM10, 6 tons per year PM2.5, from the feedlot, 0.6 tons per year CO, and 0.24 tons per year NOx from the feed mill boiler. The Toxic Air Pollutants emitted in greatest quantity are estimated to be 103 tons per year ammonia, and 0.854 tons per year hydrogen sulfide.

Copies of the Preliminary Determination and other pertinent information are available for public review at Ecology, 4601 N. Monroe, Spokane, WA, 99205 and at Connell City Hall, 104 E Adams Street, Connell, WA 99326.

The public may request a public hearing on this project, and is invited to comment on the project by submitting written comments by close of business, June 1, 2014, to Robert Koster at the following address:
