Notice of Application and Proposed MDNS

Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on February 21, 2014 from Port of Moses Lake (Designated Contact: Patrick Jones, 7810 Andrews St. NE, Suite 200, Moses Lake, WA 98837), were found to be technically complete on February 26, 2014.

Notice is hereby given that a Building Permit application and SEPA Checklist received by Grant County on February 21, 2014 from Port of Moses Lake (Designated Contact: Patrick Jones, 7810 Andrews St. NE, Suite 200, Moses Lake, WA 98837), were found to be technically complete on February 26, 2014. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may

be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Appropriate construction

Best Management Practices (BMPs) will be used as necessary during construction and upon implementation of this proposal in order to lessen the risk of erosion and to stabilize the site. 2. If any Native American Grave sites or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify the Grant County Planning Department, the Colville Confederated Tribes and the Washington State Department of Archaeology and Historic Preservation. PROJECT: The construction of one

(1) approximately 31 million gallon water reservoir and upgrades to existing pump-house and controls system in the Grant County International Airport zoning district of Grant County. ADDITIONAL PERMITS: Building Permit. STUDIES SUBMITTED: None.

LOCATION: The subject site is located approximately 3 miles East of the intersection of Hwy 17 and Rd. 10 NE, WA, and near the north end of the runway for the Grant County International Airport in the SW quarter of Section 17, Township 20 North, Range 28 East, WM, Grant County, WA. Parcel #17-0975-000. PUBLIC HEARING: None ZONING: Grant County
