NOTICE OF APPLICATION FOR CHANGE/TRANSFER OF WATER RIGHT UNDER

SIX (6) GROUND WATER CERTIFICATES

TAKE NOTICE:

That the City of Warden, WA, has made application for change/transfer of water right in order to change points of withdrawal, add points of withdrawal, and change the place of use as granted under Ground Water Certificate Nos. 89-D, 1713-A, 4121-A, 6505-A, and G3-25983C, together with Change Authorizations issued May 8, 2002 for each right, and Ground Water Certificate No. G3-23026C

These applications have been approved for priority processing under WAC 173-152-050(2)(a)

That Certificate No. 89-D together with the Change Authorization issued May 8, 2002, authorizes the withdrawal of 50 gallons per minute, 80 acre-feet per year. That Certificate No. 1713-A together with the Change Authorization issued May 8, 2002, authorizes the withdrawal of 420 gallons per minute, 224 acre-feet per year. That Certificate No. 4121-A together with the Change Authorization issued May 8, 2002, authorizes the withdrawal of 1,000 gallons per minute, 1,344 acre-feet per year. That Certificate No. 6505-A a together with the Change Authorization issued May 8, 2002, authorizes the withdrawal of 1,500 gallons per minute, 655 acre-feet per year. That Certificate No. G3-25983C together with the Change Authorization issued May 8, 2002 authorizes the withdrawal of 1,080 gallons per minute, 224 acre-feet per year.

That the authorized purpose of use for the above rights is continuous municipal supply.

That the authorized points of withdrawal are five wells located as follows: 1) S1/2SW1/4 of Sec. 9; 2) NW1/4NW1/4 of Sec. 16; 3) SE1/4SW1/4 of Sec. 10; 4) E1/2NE1/4 of Sec. 15; 5) NE1/4NW1/4 of Sec. 15, All Within T. 17 N., R. 30 E.W.M.

That the authorized place of use is described as: Area served by the City of Warden as described in the 1998 comprehensive water system plan.

That after the proposed changes each right will authorize six wells located as follows: 5) NW1/4NW1/4 of Sec. 16; 6) SE1/4SW1/4 of Sec. 10; 7) E1/2NE1/4 of Sec. 15; 8) NE1/4SE1/4 of Sec. 17; 9) SW1/4NW1/4 of Sec. 16; 10) NW1/4SW1/4 of Sec. 16; all being within T. 17 N., R. 30 E.W.M.

That the proposed place of use will be described as: City of Warden water service area as defined in the City’s most recently approved water system plan.

That Certificate No. G3-23026 authorizes the withdrawal of 2,000 gallons per minute, 450 acre-feet per year from April 1 to Oct. 31 for the irrigation of 180 acres. That the authorized point of withdrawal is a well located within the NE1/4SE1/4 of Sec. 17, T. 17 N., R. 30 E.W.M. That the authorized place of use is within the N3/4E1/2 of Sec. 20 lying easterly of the East Low Canal and westerly of the BNRR right-of-way; S3/4E1/2 of Sec. 17 lying easterly of the East Low Canal; and the SW1/4 of Sec. 16, lying westerly of the BNRR right-of-way. All within T. 17 N., R. 30 E.W.M.

That after the proposed changes, G3-23026 will authorize the same six wells as proposed under the other rights.

That the proposed place of use under G3-23026 will add the following to the existing place of use: S1/2NE1/4NE1/4 of Sec. 17 lying easterly of the East Low Canal; S1/2NW1/4NW1/4 of Sec. 16 lying westerly of the Warden airstrip; SW1/4NW1/4 of Sec. 16 lying westerly of the Warden airstrip; W1/2NW1/4 of Sec. 21 lying westerly of the BNRR right-of way. All within T. 17 N., R. 30 E.W.M.

All within Grant County, Washington.

Protests or objections to approval of this application must include a detailed statement of the basis for objections; protests must be accompanied by a fifty-($50.00) dollar recording fee and filed with the Department of Ecology, at the address shown below, within thirty (30) days from March 4, 2014.
