Cicotte unveils "contract" with Eastern Washington
- Section I - Health Care
As your next Congressman, I will work with my Republican colleagues in the House and Senate and vote to repeal the Affordable Healthcare Act. However, I expect the repeal effort to be vetoed by President Obama.
When we elect a Republican President in 2016 who takes office in 2017, I will again vote to repeal and replace the law and will be more likely to be successful at that time. During 2015 and 2016, I will work to enact the following legislation:
THE HEALTH INSURANCE RESTORATION ACT
This act will (i) remove the job-killing provisions in the Obamacare law, (ii) eliminate the massive tax increases on employers, (iii) disallow the provisions that seek to impose one-size-fits-all insurance solutions on all Americans; (iv) restore our First Amendment rights that are infringed upon by Obamacare; and (v) eliminate the provisions in Obamacare which allow politically-connected organizations to completely avoid the law's requirements.
THE HEALTH SAVINGS ACCOUNT AND HEALTH REIMBURSEMENT ACCOUNT STABILITY ACT
Support competition in health care pricing by increasing individual and employer-sponsored savings accounts that allow bankable, pre-tax health care coverage dollars to cover expenses and deductibles. The Act will limit the scope and reach of the federal government's ability to jeopardize innovation and consumer-directed health plans including HSAs and HRAs.
HEALTHCARE ECONOMIC REALITY & OBAMACARE BAILOUT PREVENTION ACT
In conjunction with Senator Marco Rubio's reform act in the Senate, S. 1726):
This bill will fully repeal the provisions of Obamacare that allow taxpayer-funded bailouts of insurance companies at the Obama Administration's sole discretion.
The Act will also reduce health care prices by (i) eliminating federal restrictions on the supply of physicians, other providers, medical facilities, and medical equipment, (ii) increasing competition and the availability of health insurance policies by allowing policies to be sold across state lines, and (iii) creating transparency in health care pricing.
- Section II - Balancing The Federal Budget Helping to Get Our House in Order
When I get to Washington, I will work for a budget that is balanced, maintains moderate taxes, reduces waste, and accounts for taxpayer expenses.
SOCIAL SECURITY SEPARATION ACT
This Act will separate Social Security from the federal budget, and require all Social Security taxes collected to be held in trust to pay for benefits, rather than being spent and replaced with unfunded government IOUs. As the system becomes fully funded, this Act will allow Social Security tax rates to decrease over time.
SOCIAL SECURITY SUSTAINABILITY ACT
Strengthen the Social Security system for the benefit of all working Americans by (i) making no changes to the system for any American within 20 years of full-retirement age (those currently aged 47 and over); and (ii) continuing the adjustments implemented by President Reagan to make the system sustainable over the long term for workers age 46 and younger by adjusting the normal retirement age.
FAMILIES FIRST TAX REFORM ACT
(In conjunction with Senator Mike Lee's Family Fairness and Opportunity Tax Reform Act, S. 1616):
An innovative tax reform plan that replaces much of today's complex tax system with a new, simple structure that incentivizes social mobility, promotes middle-class security and ends the tax code's discrimination against parents.
- Section III - Restoring Constitutional Balance - Getting Us Back to Our First Principles
A fully aligned, Constitutionally-focused citizen legislature will have a life-changing impact on families in Washington and across the nation. I will put forth the following policies that seek to ensure our government gives incentives for American ingenuity, spends our tax-dollars efficiently, and ensures our safety here at home.
THE NATIONAL SECURITY RESTORATION ACT
This Act will satisfy a contractual obligation between the federal government and the American people, as outlined in our Constitution, to provide for the common defense by (i) funding the rehabilitation, retooling, retraining, and upgrading of our armed forces, and (ii) rebuilding troop strength of all military branches to improve morale, strengthen operational effectiveness, and increase the ability to recruit those who possess the patriotic desire to serve.
AMERICAN IMMIGRATION REFORM ACT:
This Act will secure our borders in order to defend our nation from illegal immigration. The Act will enforce stiff provisions for immediate deportation of all who enter our country illegally to commit crime, or to take advantage of our social safety net. The Act will require a market-based visa system for immigrants who can demonstrate the ability to make positive contributions to our U.S. economy and who can avoid all criminal actions, permitting such individuals to be able to work in the U.S. legally. The Act will result in a realistic number of agricultural worker visas available each year, determined by employers and workers rather than by centralized government bureaucrats. The Act will include provisions allowing those who enter our country legally for higher education to be able to obtain visas for work in the U.S. after completing their degrees, in order to contribute their technical skills to our economy.
THE 21st CENTURY FISCAL RESPONSIBILITY ACT
Require an up or down vote for balanced budget/tax limitation amendment and a legislative line-item veto to restore fiscal responsibility to an out-of-control Congress; require the President and Congress to live under the same budget constraints as families and businesses.
